About Our Founder

Special Education Strategies founder Dr. Elizabeth Keenan has worked in every level in special education, from urban to suburban settings. Her experience as a teacher, administrator and district leader, has shaped our approach and ensures that together, we can address the challenges and opportunities you face. As a former Chief of Special Education in Chicago Public Schools and Assistant Superintendent of Specialized Services in St. Paul Public Schools, she understands all aspects of leadership in large school districts.

Dr. Keenan started consulting in 2016 on a part time basis but always knew she was going to have her own education consulting business. Why? Because she understands what it is like to face the day to day challenges in special education. She works with each situation and connects experts with each district. We work with several consultants across the country.
